Just a quick list to start, I saw three in passing:

IN the gem shop in N Freeport, the usual vendor was
not there, instead there was a gnome. Conned apprehensive
to my HIE CLR, talking responded with a bad breath
rejection. Luckily, the gem merchant upstairs was able
to take care of my purchase... heart attack there for a sec!

Reported, not seen by me, was a new NPC at the Innothule
zone entrance in S Ro.

Also reported, a new hut in Qeynos Hills

Personally saw a barbarian NPC very near the end of
the canyon parallelling the ramp up to HH in EK. Wearing
leather, conned Yellow to me at 18. Not a vendor, as
right clicking on him got the con message again; he had
no response, not even a rejection, to a hail. Conned Dubious
to my HIE CLR

One in Rivervale in that shop with Mangler. A human with, oddly, the
last name Diggs... Same as several of the halfling merchants in the
town.

There's also a wood elf on the RV side of the wall just beside the
gate in Misty Thicket. Hail him and he just says how nice a day it
is...

While hunting on the north edge of the West Karanas a level
51 PC (caster class, can't remember exact class) was ambushed
and killed by what he called a new NPC. He said it was a necro-
mancer with a group of other NPC's. Not long after his death,
a zone wide shout came from an NPC stating that soandso should
lock her door because he was coming for her. I wish that I had
written down the name, and I don't know if it was necessarily
related to the new necro encounter.

I chalked it up to a GM event since there was a GM in the zone
a half hour before the death of the PC and the shout. But if it
was a GM event, no one in the zone commented about it. It's been
my experience that people become more 'chatty' during GM events
and there are shouts of new sightings from areas of the zone.

PS - I dont hunt in the Karanas very often, so this could be a regular
spawn for the area I guess. But the dead PC sure didn't think so ;)

Another few new NPCs:

A female that hangs around the zone leading to the caster's guilds in
Felwithe (next to the NPC merchant that is fishing). When hailed, she says
something about "Being here because the light is better so I can write
spells"

A man and woman in the hut next to the bank in Kelethin. The man says
nothing (I don't remember if he did or not), the woman says "You wouldn't
happen to be a ranger, would you?"

(I think it's rather rude of her to be looking for a date 5 feet from her
husband but hey, they are elves....shrug.)

None of the Hailed NPCs have responded with a bracketed keyword as of yet.

At the end of the tunnel in the giant fortress in Frontier Mountains a
couple off named giants. Forgot the names, conned yellow and indifferently
to my 49 iksar monk.
When hailed it growled at us like a wild animal or something like that i
think it was.
We decided against killing it hehe.

The Western Karana NPCs are definitely new. I hunt WK alot, they have never
been there before. There are four, two are casters, and they hit me (level
16 War) I thought about as hard as a werewolf, hardest smack was 63 dam. I
was blinded (black screen) and I think charmed. Names are Maligor, Alzekar
Kerda, Thurgen Thunderhead, and someone Lightfoot (I died before being
properly introduced). The location for any brave souls wanting to track them
down is 1300, -11000.

I saw 2 new huts there with NPCs named 'a rude individual'
They were very rude and attacked me =) of course they died
3 seconds later. No faction hits.

I saw one new halfling in Mistythicket, She was running around full blast.
Name was (somehing) Foodcrafter. Conned red to 32

I also saw a new NPC in South Karana standing on the shore of the river
in the north east past the bandits, name was Yeka las. Conned red to 32.

I also went fishing in several zones. South Karana had a new fish called
the Thunder Salmon. Sells for 4 silver. No other zone I tried had anything new.
I am going to fish around some more tonight.

Ocean of Tears has some new visitors and new spawns.
On the Seafury isle, there are corrupted and tainted cyclopes now -
apparently if you kill the tainted one it forces the spawn of the
corrupted cyclops. This was a level 52 bad boy who started summoning
players (yeah, after being in Kunark for such a long time, seeing a
summoned message in OOT was pretty scary).

Also there were reportedly two more NPC's but I did not run into them
personally.

Lastly - Quag Malestrom now drops an Alluring Horn (I don't know if he
always dropped it). It's a All/All No Drop, Lore, Magic item. Pretty
interesting seeing my druid, the warrior and the paladin all equipped
with a horn :) <No, it didn't do anything, but it looked weird.>

The shout you heard isn't new. There is a quest for delivery of
nitrates from Surefall Glade to one of the NPC farmers in WK.
When you hand over the nitrates, the bad guy spawns, shouts,
and attacks the farmer.

Saw two new NPCs last night. In Erud's Crossing at the far end (from the
docks) of the island on the beach there is a named ogre caster who
conned red and dubious to my level 18 enchanter. I got a rude message
when I tried hailing it and still got a rude message after trying
Illusion: Dark Elf and Alliance (Apprehensive). If I go back there
toight, I could try Illusion: Tree and Alliance and see what happens. A
guildmate of mine who has a level 25 enchantress was going to try hail
it using Illusion: Ogre and Benevolence tonight.

Also saw the "rude individual" although I had thought it was in front of
the gate in N. Qeynos and was attacking someone. The guards did not seem
to step in.

North Freeport:

A barbarian who often stands around the entrance to the
Cleric's Guild area.

A barbarian who stands in the tunnels in the NW corner.

West Freeport:

A Peasant Girl in the Theater of the Tranquil.

I don't know what the Barbarians do, but I managed to figure
out how to activate the last two ("Hail" just isn't enough)
and got a "Bucket of Pure Water" (Lore, No Drop, Magic).
No idea what it's for, though.

Key words don't have to be bracketed. I found that out when I found the
bayle list quest. An NPC in the evil guilds in Qeynos Catacombs asked me a
question when I hailed him, it didn't have brackets but I answered anyways
and he told me to tell Commander Kane about the spreading plague (not exact
words). I have tried and found this with a few other NPC's. They're just
trying to be sneaky about the quests.

There are two huts in Qeynos hills, one in front of BB the other by the end
of the west wall, both spawn 2 rude individuals, lvls I found them at are 8
to 10. So far I've gotten a few gold and some cloth stuff off of them. Also
in North and South Qeynos zones I've seen them but they didn't attack me in
town.

New NPC in Erudin, on top floor of the inn, last room. Name of Stofo Olan,
was an Erudite male in what appeared to be a Gossamer Robe. He made rude
comments about being low level (to my level 46 character) and wouldn't talk
to me.

Not being without resources, I had a level 55 hail him, and we got a lengthy
set of intriguing quest points. Apparently the keywords aren't being
bracketed anymore (a good idea, I think) so you have to experiment a little.
I'm suspecting this is a start point for one of those "epic" quests, but I
really have no idea what class it's for.

Saw two new NPC's on the Aviak island in the oot. One was a gnome (dont
remember the name) the other a dwarf named Denken Stongpick. Seems they
were looking for goblin relics in the water but there rebreathers have
failed. All they have found is a fine sword with a blade covered with
runes. Denken will trade you the sword for Vox Tail Ale, a block of
Permafrost to keep it cold, and two new rebreathers.

So far, I'm the only one I've seen able to talk to this fellow. He replies
to "Hail Zigg" with "Hello, Nalinie , my name is Zigg!" And thats as much as
I've gotten out of him. He's on the gemchoppers faction, according to people
who killed him.

Shes blue to 52.

Kijano or something was red to me and is a wood elf that is new that
appeared near the wall.

There is a new diggs inside the smithy in rivervale . Its a human instead of
a halfling (bug) and does not yet have any merchant stuff ( all other
diggses are merchants)

The cleric guild now sells a spell called imbue peridot (bristlebane only)
29 th level.

I didn't want to give quest details, just wanted to group up the NPC's
involved.

I am a ranger and told her so. Then the man says to her that I am far to
good for her to ask her hand in marriage. That is as far as I got.
Now what's up with these two. I'm thinking giving the woman something like
flowers or whatever.

An NPC in the Butcher Block docs wants that horn, btw. She is in the
Port Authority.

A mule of mine in Queynos was killed by 'a rude individual'.

Yup, straight out a ways from Blackburrow. Near the hut spawns "a rude
individual", who was scowling at my Erudite Enchanter. People who were
killing the rude individual reported loot similar to that found on low
level bandits. The rude individual was level 7 or 8.

Thrackin Griften in WK. Conned red to my level 49 wizard friend and my
level 48 warrior (just ran up and killed us in seconds). Conned yellow to
a level 53 druid that was in the area. The bodies of players were
EVERYWHERE. No "barbarians like you", no deity speech, no warning, just
silent and deadly. Hit for upwards of 155, and took my 1818 HPs away
before the wizards portal could get off. Then his body joined mine on the
ground.

Random death. No chance of getting away even with SoW... as he's above
level 50, he'll most likely just summon your ass right back anyway.

Level 54-55 mob... KOS to everybody. West Karana of all places.

I USED to have a nice record going on of never having been killed by any of
the zones uber-spawn random roaming death. I've successfully evaded death
by the hands of the worlds griffons, hill giants, DVinns, Dorns, Zytls,
Dragoons, etc when they were all a threat. Guess that random death is
SUPPOSE to be a part of this game (as the message "Reminder: If you go to
the planes, you WILL die" which was the MOTD for my server for a while
indicates) Here all this time I had thought that there was such a thing as
skill. Nope. Just luck. Death is a natural part of your characters
progression it would seem. You are SUPPOSE to die, and will (which is the
MOST out-of-character damned thing). Mario Brothers all over again. Learn
not to step on that square, that just happened to turn into a bed of
spikes, next life instead of using basic logic and skill to play smart and
recognise traps.

It's the Zap Branigen method to leveling!! =) WooHoo!

Is there a particular spot in WK where this guy is? Or does he just wander
the grasslands, leaving a trail of bodies behind him?

And to think that my lvl 14 chars are just starting to explore WK. :-)

The Rude Individual in SQeynos cons 'indifferent' to my characters. He'll
threaten to rip your tongue out if you hail him, but that's as far as he'll
go that I know of. All talk, no action.

The ones outside of town are a different story.

Well if you are looking for a wife I am sure I'll be more fun than a NPC lol
