Giving mobs weapons

I've read a couple of posts about giving mobs weapons that will cause them
to hit for less.
Whats this all about? would you have to use sneak to get within trade range?
Or just run up and open a trade window quick?
Also is this an exploit, or just a loop hole in the system.

It used to be that you could give them a slow 2hander to slow down the atk
delay for things that hit fast (eg bro Z, stanos), but since the last patch
that fixed giving npc's items (including having Mort/Gage say "thanks for
the Primal Velium Warsword, Dumbass" unfortunately) you can't do this any
more. Yeah, it was kind of an exploit in that it wasn't intended to be able
to happen, but AFAIK no one ever got punished for it since it really was
more of a loophole. Oh, and also AFAIK it only worked on things that were
either non-agro or using sneak.

Used to be I would go to Orc Hill and Crushbone and hand the orcs therein
either Fine Steel or Velium weapons. Down-side: NPCs can proc a weapon
regardless of level (sometimes newbies/lowbies get lit up by velium shards).
Up-side: Killing an orc often meant gaining a magic weapon, or at least fine
steel. Since they patched that up, They won't take the weapons anymore.
After another patch, they would again, but I think it has since been
re-patched.

I wish they left this open for fun reasons though. Like the people who hand
bard instruments to all of the NPCs in a certain area, or you kill a snake
to find a few swords in it's mouth, or looting wolf and lion meats from
bears (or even role play it a bit and put racial recipes on them to look as
if they had the remains of their last kill).
Also trying to be nice (I guess you could call it role-play), a certain
barbarian female who wonders out in the open parts of Everfrost, often gets
attacked, and I've seen her killed a few times by pretty low LV NPCs. I've
often given her a decent weapon and a torch (she would complain of the cold
when you talked to her). After that, not only could someone spot he more
easily (though I guess giving someone a torch in a dangerous area they need
to hide in is more like sneaking up on someone in the forest while wearing
bright orange), but she could now defend herself a little more as well, and
wouldn't die near as often.
I do see why they added this, for the people who accidentally give an
NPC an item, or to prevent someone from giving the orcs in EC velium
weapons, though it does take away some fun from the game.
