This experience is from multiplayer:
I think your talking about Orca's. When you select an Orca and move to the
radar view, the cursor will change to an attack cursor when you move over a
stealth tank. When you order the Orca(s) to attack, they'll follow the tank,
but they won't attack it.

What exactly do you mean by "computer units are ready to attack"? Do they
actually rotate turrets, etc. or just go near the stealth tanks?

It's about infantry. They aim at you, they freeze and when you
rotate/move,
the start shooting.
If they're close enough to shoot you, then you're within 1 square
radius, and thus asking to be shot at.
On the other hand, as to why the don't just shoot straight away, that IS
odd. Perhaps the stealth tank's cloak is a bit like a chameleon - it blends
in if it stays still, but becomes obvious if it moves. Speaking of the
shield, did you actually de-cloak or did the infantry fire on you while
invisible?
I just rotates my tank. I didn't fire.
BTW, your HTML email is on.

I've had another problem with stealths, again on WChat. I ordered a damaged
stealth to my Repair Bay but it must have been destroyed just as I did,
because then I couldn't use my Bay. There was definitely no unit on the Bay
yet I couldn't get the green arrows. It was at the end of a very long and
hard fought game; I was so frustrated that I DCd!
Is it true that orcas can see stealths on the radar map?
Also...! An opponent, on WChat, allied with me then I saw my mammoth move
aside for his stealths. It was in Pitfall and I was in the top left
enclave. My mammoth was on the entrance and the Harvs hadn't finished
chomping the Tib so it definitely wasn't moving to let them out. The units
at the entrance did turn to the stealths and fired although it was
half-hearted; the stealths didn't appear fully, just the slight shimmer and
there was no sound. I reckon this must be a cheat.
I suppose stealths are programmed far more complicatedly than all the other
units.
with him allied with you, but not visa versa, you should have seen his
stealth on your map...but your mamoth should not have moved for
them...don';t know of any cheats that do that
