Updated options paper on civil society engagement, UNEP/IPBES.MI/2/INF/6 - 2nd Plenary, Apr 2012

Dear Stakeholder Forum on IPBES,

 

Ahead of the 2nd Plenary Session on IPBES (16-21 April 2012, Panama), UNEP has published an information paper “Options paper for the involvement of civil society organizations in an intergovernmental platform on biodiversity and ecosystem services - UNEP/IPBES.MI/2/INF/6”.

 

It is an updated version of the information paper INF/13 that was submitted to the 1st Session in October 2011, Nairobi.

Very interesting reading and a well summarized report. Congratulations to IUCN for their contribution to this!
 
As representing a scientific organization, the Society for Conservation Biology, I would of course strongly endorse the Ex Officio option. Given the importance of a strong buy-in from knoweldge providers (both scientific and holders of traditional knowledge) an open and inclusive design of IPBES is needed. I have previously argued that as IPBES is not a "Treaty" governments should feel comfortable with sharing the governance with the holders of the knowledge that this platform is supposed to deliver. Given that governments will retain the exclusive right to make decisions I cannot see why the Ex Officio option should not be acceptable. I strongly suggest that the stakeholder organizations during the Stakeholder day before the Panama meeting includes a statement that favors this option.

Following on the Bege’s last point, just a quick note that the IPBES Stakeholder Day will take place on the 15 April 2012 in Panama right before the Plenary meeting (16-21 April 2012). The Stakeholder Day aims to provide a platform to discuss stakeholders’ engagement in the future IPBES.
