How do I report an HPD officer?

I witnessed an HPD SUV dump two dogs on Wilcrest at 2:45 this afternoon. I took pictures of the vehicle when I caught up to it at the light on Bellaire. How should I handle this without repercussion? Thank you.

I would call the Dairy Ashford sub station and ask for a supervisor.  File a complaint.
