It is selected for 360Cities but not selected for Google Earth because there are these two people looking in the camera.

Family, personal or posed shots. Generally, panoramas with people will not be selected unless the people are an unavoidable part of the location.

Thanks for noticing. The other panorama is now also removed from google earth.
