Update documentation for removal of release package artifacts

This drops the previous section on how to install from packages, and
expands on how to build from source.

Switch docs dep management from `requirements.txt` to `pyproject.toml`

Using a `pyproject.toml` simplifies virtualenv management with tools
like `uv`, and I have been using this configuration for years.
