Digital signal on 145.800

Is anyone else able to hear this signal? It is FM modulated and transmitting at least once or twice every 5 minutes 24 hours a day. I haven't identified the digital protocol yet except that I know it is not AX.25-1200. It is full quieting here.

145.800 is the ISS voice & SSTV frequency, so this transmission. My tower isn't high enough to receive the ISS 24 hours a day so this transmission is non-compliant with the 2m band plan.

Nothing at all in Ancaster, (FN03AF), and I’m about 800 feet ASL.

Yup--loud and clear on a 2 to 4 minute interval---sounds like an automated kerchunk--maybe a repeater kerchunker doesnt know how to program his radio--lets not teach him......

145.800 does not seem to be registered with TAFL dbase.

I'm hearing a very clear 1200 baud packet beacon on 145.795. My radio may be off on frequency as it's very scratchy onn 145.800. Probably an APRS beacon hoping to be digied through the ISS.

I'm picking it up in east Markham on my mobile. Very scratchy. 
I'll continue listening to it as I head north with the Yaesu AMS mode on, to see if it decodes anything.

Definitely stronger as I approached Newmarket. Likely not anything Yaesu digital  because my radio switched to FM mode after receiving it the clearest.

I'm trying to put together the tools to analyze it, but so far it looks like some multicarrier digital mode. It is at least 16kHz wide. It started on Sunday at 16:15 and has been continuous since then. 

Thanks for the signal reports. Any more would be helpful. Sounds like an opportunity for a fox hunt.

It does sound like APRS.  Heard it full quieting, full signal at my qth in Newmarket.  My antenna height is just about 15’ above ground.  

Fired up Direwolf and decoded the following two messages that flip-flopped every few minutes on 145.800MHz:

Thanks Brian. From my SDR recordings it wasn't decoding as AX.25 because it is off frequency. I was able to get decodes by tuning to 145.806 kHz. That is in the satellite/ISS sub-band. If he's trying to get the ISS APRS channel it's 19 kHz off frequency.

I have sent an email to Doug about it.

145.800 is the downlink amateur radio frequency for the ISS ham repeater and SSTV. This is different than the FM repeater frequencies of 437.800 MHz for the crossband FM repeater downlink (with a 145.990 MHz uplink). The 145.800 frequencies are used by the astronauts to call CQ to ground based hams. They monitor 145.200 for replies.

I have been monitoring 145.800 and I am hearing a repeated carrier that is off for eight seconds and on for five seconds. I only hear it on SSB/CW mode. I don’t hear anything using AM or FM mode. It’s less than S1 but still clear. It sounds like a channel squatting signal to me.

I just checked on 145.200 and I hear the same repeated carrier. I also hear it on 145.240, 145.440, 145.480.
