PSA: VA3BAL-10 changed freq

I had wondered where it went, but the COARC website now lists the "Ballantrae packet" frequency as 147.435. It is no longer at 145.630

http://www.coarc.on.ca/packet

I was able to connect successfully today.

Perhaps they were getting interference on the previous frequency.
