Google started enforcing no YouTube access for students under 18 in March 2025. We have complied with this policy in the Google Admin Console, and the console prevents access to YouTube for our students on their school-issued Chromebooks accordingly. We do not block the URL www.youtube.com because it is essential in the Google login process and because Google still allows students to view YouTube videos posted by (and screened by) teachers in Google Classroom.

However, students have discerned that deleting their Google cookies from the site data menu will gift them access to YouTube (because it's as if they aren't logged into their Google account). Our content filter still continues to work, filtering out much of the bad stuff on YouTube, but I would really like to close the loophole, because I'm sure students will apply it to things other than YouTube eventually. Would SafeDoc be able to employ a rule that could disable the site settings menu (or at least the cookies and site data portion thereof)?

Hello Chip, 
The On-device site data is a browser feature, so xFanatical Safe Doc does not have the privilege to block it. 
For cookie management, Chrome offers several enterprise policies. One option, CookiesAllowedForUrls, lets you override student cookie settings and ensure YouTube can save cookies, including embedded cookies for Google accounts.
Please try this
  1. Go to Google Admin > Devices > Chrome > Settings > Cookies.
  2. In the left Organizational Units pane, select your students' OU.
  3. In the Allow cookies for URL patterns, enter [*.]youtube.com and [*.]google.com in separate lines.

  4. Click Save.
  5. Allow up to 24 hours for the change to propagate to all your students' browsers. 
This would enforce students to stay signed in YouTube and Google accounts.
