Hide New Annoucement button in Google Classroom

Would it be possible to add a feature to hide/disable the New announcement button at the top of the stream in Google Classroom?

We still want students to be able to add comments to a post when a teacher chooses, but would like to remove the option for them to post to the class on their own.

Thank you for your question. 
Yes, Google Classroom natively supports a setting to allow teachers to decide whether students can create new announcement.
In the teacher's Class setting, there is a setting under Stream and classwork > Stream, by changing the setting to Students can only comment, the New announcement button will hide from students while the Add comment button remains. Students can only post comments while are not allowed to post new stream announcements.

Thank you! Since there isn't a way to control this feature from the Google admin console, we are looking for a way to remove it for all students, without relying on teachers to go into each course to adjust the setting.
