Special Characters @ $ on Initial Budget- remove

Good morning, hardworking region! 💪

To avoid frustration 😖, this is a reminder that when you are completing your 2026-2027 Initial Budget, do not use special characters such as $ @ or any other symbol. Otherwise, you will receive an error message. Yup, this was me! Sometimes we forget 😵‍💫
