This just in from TEC:

It was discovered today that Safari is not saving the Array of Service and perhaps other areas of the WAI database as well.

If your users are using a Mac, IPAD, or iPhone, please ask them to use Chrome as the web browser. I have a ticket created to fix the issue with Safari, but I do not have an ETA on a resolution yet.
