Could you please share more information about this? How the photo was generated, the exact Windows 10 / Photo Viewer build version, how to reproduce, share a file showcasing the issue etc.
Also, consider reporting this problem directly to the Photo Viewer bug tracking platform if there is one. Microsoft has a better chance of investigating and fixing this than the WebP library maintainers.

What other viewing software are you using to consider this render to be dark?
I cannot investigate the screen capture, I need access to the original file to see if there is an issue with the color profile for example.
Also consider reaching out to the creator of that picture, maybe they can fix the problem on their end or have more information.
