What steps will reproduce the problem?
1. Download libwebp-1.1.0-linux-x86-64.tar.gz
2. extract (../bin/cwebp) cwebp to /opt/
3. put image test.jpeg to /opt/
4. run /opt/cwebp /opt/test.jpeg -o /opt/result.webp

What is the expected output? What do you see instead?
Expect file result.webp on directory /opt/, but there is no such file.
Error message:
Error! Could not process file /opt/test.jpeg
Error! Cannot read input picture file '/opt/test.jpeg'

What version of the product are you using? On what operating system?
Product version: libwebp 1.1.0
Operating system: Ubuntu 18.04.03 LTS

Please provide any additional information below.
All files has permission 0777

The test file 'test.jpeg' is actually a BM file, which the library doesn't support as input.

You should try converting it to PNG first with, e.g., ImageMagick's 'convert'.
