there is a discussion on an issue to include webp into the core formats of epub: https://github.com/w3c/publ-epub-revision/issues/1344

two points stick out:
1. image/webp is not registered with iana
2. webp is not considered a normative reference

w3c describes normative references here: https://www.w3.org/2013/09/normative-references

the "WebP specification" consists of three documents that are considered pretty solid references already:

lossy VP8: https://tools.ietf.org/html/rfc6386
Lossless: https://developers.google.com/speed/webp/docs/webp_lossless_bitstream_specification
Container: https://developers.google.com/speed/webp/docs/riff_container

As mentioned in issue #448, we're working through publishing a RFC to encapsulate the documents in comment #1 [1]. This has progressed to the Author Review stage (AUTH48) [2]. There are some comments from the editing process that need to be worked through.
