[ANN] libwebp 1.2.1 release candidate

Hi,
Source and binary archives are available [1]. This release is primarily a bug
fix release.
In the binary distributions:
- The Linux binary files are now fully static for compatibility across more
distributions
- The Windows builds were made using Visual Studio 2019; you may need to
download the redistributables to run them
- The xcframework builds now include arm64 simulator targets
Everyone is encouraged to update. This will be finalized in the next few weeks
if there aren't any regressions.

v1.2.1 has been tagged [2]. There were only a couple mostly cosmetic changes since rc2 [3].
