1. Go to heroku libwebp page: https://elements.heroku.com/buildpacks/webmproject/libwebp
2. Click on any documentation link in the readme
3. Get 404 from Github

This website uses the "master" branch to display information. It should switch to the latest README of the "main" branch which is now the default.

I don't see a place to files issues on that project page, but maybe there's something if you're logged in or at https://www.heroku.com/support. The heroku buildpack isn't maintained by this project.
