What steps will reproduce the problem?
1. Download libweb-1.3.0-windows-x64.zip
2. Compile it in Visual Studio 2022 NMake, x64_X86 Crosstools: "nmake /f Makefile.vc CFG=debug-dynamic RTLIBCFG=static"
3. Run WebPDecodeRGBAInto from DLL

What is the expected output? What do you see instead?
Correctly decoded from WebP to Bitmap 1-pixel-height image

What version of the product are you using? On what operating system?
Windows 10 Pro 21H2 19044.2486
Microsoft Visual Studio Community 2022 (x64) - Current 17.4.4

Thanks for the report. Do you have a sample of the code you're using? I'm not able to reproduce this with x64 or x86 builds.
