CBR/CBZ/CB7 be compressed archive (RAR/ZIP/7ZIP) with renamed extension
containing mostly jpg/png for use of comics instead using of crappy pdf's

what is to do?
how define delay=endless / speed=zero
(usefull for recognize webp as comicarchive)

how easy convert image-archive to an animated webp?

or merging multiple webp to an animated webp

This is a 2 step process using cwebp to encode the source image, then webpmux to create an animated webp. gif2webp can be used to convert gif images.
This doesn't really sound like what you want, however. If a comic reader already works with e.g., zip archives, then bundling webp's in the same manner and updating the decoder should be enough.

yes gif2webp are unusable
i tried to talk with some comicreader-coder
(but is hard to fight for this)
i try to convert a really huge collection to this format
to push this.. i have test something
best sizes have 7zip in STORE mode!!
all compression modes have made the "archive" bigger
but explorer have no good support thumbnailing/preview 7zipped webps
but good support for directly webp (via wic-codec)

so i wait for the updated WIC-Codec for Windows
and an binarytool for mux/demux single webps
