What steps will reproduce the problem?
1. i reduce with imagick all frame of this file https://www.kinipix.com/291/uzumaki.webp with imagick
2. i obtain this file https://www.kinipix.com/291-small_default/uzumaki.webp
we can see white artefact on one single frame on navigator
but none on gimp
What version of the product are you using? On what operating system?
i use PHP Version 8.3.2 on centos 9 stream
imagick module version 3.7.0
i try to recompresse it with >webpmux.exe 1.3.2 without success

I first thought this was like https://github.com/ImageMagick/ImageMagick/issues/5542 but compiling it locally, I can still reproduce the bug with ImageMagick 7.1.1-28 (Beta) (git sha1 1aa50ea3c7683c40b5ccd6af308d40d7dca04e15).
I believe you should open up a bug on their GitHub.

Doing
convert uzumaki.webp -coalesce -resize 69x98 uzumaki_resized.webp
does work though

I see https://www.php.net/manual/en/imagick.coalesceimages.php exists. Could that be a workaround in your case?
