Hi,

A very old version of webp (0.3.0) is available on CentOS 7, try 'yum search libwebp'.

Since you mention ImageMagick though, do you mean how you can use webp with its tools? You can check what support it has with 'convert -list Coders' and 'convert list Delegate'. I only see version 6.9.10.68 available for that version and it does not include webp support. You may need to build ImageMagick from source if the CentOS package doesn't include the support.
