I am interested in a WebM movie.

I was able to create the independent video and audio from official libraries (libvpx and libogg). Although the rest only combines these files, I do not know the file format of WebM.

If there are web pages which explains the header composition with program samples, please let me know.

WebM is basically a subset of Matroska:

You can use the DirectShow components or libwebm to make WebM files,
or use ffmpeg, etc. Otherwise, you can write your own muxer. The
libwebm and webmdshow for lots of examples.

Thank you for your advice.

Since each library has been independent, combining on the program is difficult.
It's very easy if it can create directly from images and wave data.

You can use ffmpeg/libav, gstreamer, and other frameworks/utilities to
compose a WebM file from various sources.
