I'm wondering that whether WebM Project will develop the DRM protocol for VP9 in the near future? or it is available right now?

Any suggestion for preventing downloading of VP9 ? For example a website with Bollywood Movies in the format of VP9 need DRM.

We plan for the WebM container format to support W3C's Encrypted Media
Extensions (EME), which, while not a DRM solution itself, would
provide an API making DRM schemes possible.

https://dvcs.w3.org/hg/html-media/raw-file/tip/encrypted-media/encrypted-media.html#simple-decryption

We support and participate in EME development, but an actual DRM
implementation is out of scope for us.

Encryption should be independent of the codec. There is a proposal for WebM encryption [1] and  a tool for encrypting WebM streams [2]. The encryption is independent of any specific DRM or other key exchange mechanism. The Encrypted Media Extensions [3] support WebM [4]. The proposal is implemented in Chromium as part of the EME implementation; WebM is supported by the Clear Key and Widevine key systems.
