webp has been supported by the android platform in some form since 4.0 and fully (lossy/lossless/alpha) since 4.2.1 (jb mr1) [1]. I'm not familiar with this specific app/browser; you might want to check with the authors themselves.

Questions like this can be posted to webp-d...@webmproject.org via email or the google group [2].

I'm closing this as it doesn't appear to be a bug with the library.

For definiteness, note that Fresco library supports WebP on a wide range of Android versions:
