What steps will reproduce the problem?
When width or height larger than 16383 , 
the output is not correct.


What version of the product are you using? On what operating system?
cwebp.exe of the libwebp-0.5.0-windows-x64

cwebp should be reporting the error in this case, this is a known restriction in the format. WebP is concerned with images commonly used on the web. Having a limit also helps define the maximum possible memory used and avoids some malicious files causing a performance burden in e.g., chrome.
