Recommendation: Disable Two VP9 Encoder Features in Default Presets

Earlier this year, updates were made to libvpx to make the encoder more tolerant with all existing VP9 hardware decoders. There are two features that were disabled, although libvpx continues to support those features in anticipation of future use. All developers and manufacturers of VP9 encoders are also encouraged to support but disable these features until further notice: 

• 8x4 and 4x8 partitions for scaled reference 
• motion vector scaling outside the window (no clamping for scaled references)

Hi all,

Just to highlight in case anyone missed it, additional updates have been made to libvpx to make the encoder more tolerant with all existing VP9 hardware decoders. For profile 2 and profile 3 encodes, this change will avoid use of top left pixel values for intra prediction on blocks along the top row / left column. All developers and manufacturers of VP9 encoders are also encouraged to support but disable these features until further notice.
