Mandarin Duck Release Candidate

Mandarin Duck has branched from master and is now available on the 'mandarinduck' branch in the libvpx repository.

This release is ABI incompatible with 1.6.1. Mandarin Duck will be 1.7.0.

Please test with your systems and let us know via the bug tracker[0] or mailing lists[1] if you encounter any issues. We hope to finalize this release this month.

What's new?
 - Removed frame parallel support from vp9.
 - Substantial speed improvements for high bit depth (10/12 bit) coding in vp9.
 - Added a new tool for vp9 encoding to address large encoding projects called "cvbr". See vpxenc help text for --corpus-complexity.

You can get the code with:
$ cd libvpx
$ git checkout longtailedduck

Assuming that the parallel support is not used to begin with, shall we
change something to support 1.6.x and 1.7.x with the same codebase?

If you are building from source and you are not calling that codec control then you do not need to do anything else.

We have added a work-around for a PIC issue[0] and a fix for content which zooms in/out[1]. The release will be finalized soon.
