VPX_CODEC_USE_OUTPUT_PARTITION isn't supported by VP9?

Hi, I want to packetize vp9 in RTP packet, but vp9 encoder outputs one frame bitstream after encoding a frame. This is different with vp8. For vp8, one partition is packetized in one RTP packet. My question is: for vp9, arbitrary byte can be packetized in one RTP packet without considering the partition, am i right?
