It has been almost a year since the v1.7.0 release. We would like to
finalize another release within the next ~month. We are working
through a few existing issues[0]. Please open a bug[1] if you have any
other issues with the current tip of tree.

There have been a wide variety of improvements to the library:
- A huge amount of effort has gone into improving vp9 for realtime use.
- With the finalization of the AV1 bitstream there have been renewed
efforts to improve vp9 compression.
- Sanitizer and static analysis cleanups.
- As always, numerous bug fixes.

Breaking changes:
- API changes for SVC encoding.
- Visual Studio 2015 (vs14) or newer required.
