Proposed extension to OCDS for extractives and land sectors

Hello all,

I’m happy to share a proposed extension to the Open Contracting Data Standard relating to the extractive industries and land sectors.

The extensions mostly adds new properties to the Transaction block, defines new Location and Application blocks, proposes new initiation types (in addition to the current Tender block), and adds a few more properties to other blocks. A use case and requirements document describes the motivation for the additions and changes to the specification. Your comments and suggested edits are welcome! Please feel free to contribute a new use case if it is not represented. The points for which comments would be especially appreciated are:

2. How should a location’s geo coordinates be encoded? GeoJSON? KML string? Structured object? Link to geospatial download?

3. Are identifiers often available for government receipts of company payments?

4. Several use cases require a property for the “estimated production” of a resource. Should this property be defined as total production over the contract period or as an average annual production rate?

5. Licenses (e.g. exploration licenses) can be renewed. Should “renewed” be a distinct status for a license, or should its status simply be “active” from the current code list?

A few code lists need to be added or expanded. Your input and contributions are much appreciated!

A. transaction type (e.g. royalty, bonus, etc.)
B. contract type (e.g. production sharing agreement)
C. document type (e.g. decommissioning plan), building on the existing list
D. location classification (e.g. ultra deep water, deepwater, shallow water, onshore for oil projects)

Could you look at http://www.opengeospatial.org/standards/is and see if this could be used for geo coding location and area particularly if spatial area is to be used which would be ideal i.e. vector and or raster graphics/data can be posted.

Indeed, KML and GML are OGC standards and are among the options proposed for encoding the property's value. GeoJSON is another strong contender, given that OCDS is serialized as JSON.
