install issues - verify that IISpeed is working?

Hi,
I have just installed iispeed on the dev environment (Windows 2008R2/IIS 7.5). I have followed instructions to install the module using install.cmd. Everything gets installed ok and iis restarts happen. I have created a test website, and added iispeed.config there. i also added html page there as well. However, when i add querystring PageSpeedfilters = +debug, nothing happens.
Additionally, the test website has no IP assigned. In this case, if i do http://localhost/pagespeed_admin, it works, but if i assign an IP, and try http://10.0.0.0/pagespeed_admin, it doesnt work and i get a 404 error. I am not expecting to see the banner in the footer as it has been removed from the latest version.
What am i missing? Please let me know.
