[ANNOUNCE] urbit-os-v2.139-hotfix2

Earlier today it was discovered that urbit-os-v2.139 introduced a clay regression that broke +vats and |install in some cases. 

In addition we found a rare case where a remote scry response could crash a ship. If you ran into this crash, see https://github.com/urbit/urbit/pull/6580 for recovery instructions.

A release hotfixing these issues has been deployed and is propagating across the network.
