Urbit OS v2.126 will be released via OTA update during the week of ~2022.08.29.

Release notes:

- Rewrites Azimuth's snapshot mechanism to fetch a recent snapshot on boot and on demand.  Removes snapshot from Clay.

- Adds `-azimuth-load "url"` command to download and install a recent Azimuth snapshot.  With no arguments, defaults to bootstrap.urbit.org/mainnet.azimuth-snapshot, which we intend to keep reasonably up-to-date.  This command also detects and repairs various errors, such as if %eth-watcher is not running, or the subscription has ended.
