Encountered existing ICU-23016 bug.

We encountered an existing bug in ICU library. JIRA : https://unicode-org.atlassian.net/browse/ICU-23016

Due to which it is making PostgreSQL's (an open source relational database) sort ordering operation buggy as it relies on ICU library. And customers using PostgreSQL are complaining about the problem in their sort ordering operations.
