There is a proposal in the pipeline for Devanagari glyphs at 11B0A and 11B0B

[DEVANAGARI LETTER SINDHI DDDA and DEVANAGARI VOWEL SIGN AAO respectively],

so, having authored a font containing those 2 glyphs, when I 'call' the first one in a development IDE

why do I end up with this:

FYI: I see the first of these two in the pipeline but not the second.

This question is quite out of scope for ICU. It looks like you need to contact support for your IDE and learn how the IDE is configured for fonts and font fallback.
