upcoming ICU 78.2 maintenance release

Dear friends and users of ICU,

We have assembled a small number of C++ bug fixes on the ICU 78 maintenance branch, together with some CLDR 48 locale data bug fixes and the (minor) time zone data 2025c update.

The changes are available now on the branch, and could be picked up for testing.

The CLDR and ICU Technical Committees intend to publish CLDR 48.1 and ICU 78.2 maintenance releases in early January.
