Building static libs with /MT

Hello,

Are there any clear instructions for how to build ICU core x86/x64 as static libraries linked against the static runtime (/MT(d))? I have tried the instructions at https://unicode-org.github.io/icu/userguide/icu4c/build but this only appears to build the dlls.

I have tried hacking the visual studio solution/projects and also using x64 Native Tools Command Prompt for VS 2022 and cygwin, both fail spectacularly. I have to believe there is a simple(ish) way to do this.
