Hi,
I found the following comment in the ucnv2022.c source file
 
*   08/29/2000  Ram     Seperated implementation of EBCDIC to
*                       ucnvebdc.c
 
But I could not trace the "ucnvebdc.c" source file in the ICU package for Windows that I downloaded recently.  Does this mean that this ICU package cannot convert EBCDIC encoded files to Unicode?
 
Any help or advise would be greatly appreciated.

ICU supports conversion between many EBCDIC codepages and Unicode, and has
supported them for a very long time. For a list of supported charset
names, including dozens for EBCDIC codepages, see
icu/source/data/mappings/convrtrs.txt

Occasional source code comments about past code changes may not mean
anything for the current state of the code. In this case, ucnvmbcs.c
currently contains all the code necessary for all EBCDIC codepage
conversions.
If you want to check a complete set of change comments, then see the CVS
change logs for each file.
