With ICU4C? u_getUnicodeVersion(). Best to ask support questions via the public icu4c-support@...36... mailing list. Needs subscription, see http://oss.software.ibm.com/icu/archives/

Not with ICU? Check for properties (e.g., general category, or isLetter(), etc.) of some characters that were assigned in some Unicode version and unassigned in earlier ones.
