Does ICU support the ISIRI-3342 character set? If not,
are there any plans for future support?

Sorry, I had not even heard of ISIRI-3342. A quick Google search seems to
indicate that it might require not just a simple mapping table but also
some code, or maybe a combination of a table-based conversion with BiDi
transformations. We do not have any plans at this point to support this
encoding.

If it does require only a simple mapping table, then you could create one
for use with ICU: See "ICU Mapping Table Data Files" in
http://oss.software.ibm.com/icu/userguide/conversion-data.html
