A SPA Reserve has been set up in a new project. If I later need to rebudget some of it within the same project, can I do that in EFS as a CA or does it need to be requested from SPA?

Our understanding is that SPA needs to handle those rebudgets. We suggest contacting your GA for further assistance on the rebudget.

The answer to your question is actually both. There are two budget lines for SPA-Reserve.
810800 SPA-Rsrve-Sponsor: SPA uses this to as a holding account for funding that is restricted by the sponsor. Only SPA can rebudget out of this budget value once the restriction is lifted by the sponsor.
810850 SPA-Rsrve-Internal: SPA uses this budget value when they can't get a PS Friendly from the department, for the carryforward amount from the previous award when they have to setup new CON and Project #'s, or lately they just seem to throw the funding on there as a time saver. As a CA, you can rebudget out of this category.
