Has there been any discussion on the process for Fed pass through subawards that aren't the result of a formal proposal?  We have a consortium grant and, as a HUB site, as studies are approved and funded through the consortium and Central Coordinating Center (Univ of MI), we receive fixed price funding for the study and need to subcontract to local area hospitals and clinics that are doing the enrollment.  Since we'll need NIH approval, will there be a process for requesting approval after we've been given the funding and is there an anticipated timeline?  I'm guessing this could further delay the establishment of these subcontracts, meaning study enrollment will have to be put on hold.

Hi Jerian!  I guess good things come to those who wait.  NIH just released their Interim Grants General Conditions and in it there is notification that the prior approval requirement to enter into fixed price awards has been waived.  With this waiver I think your question is now moot.  If not, or you have further questions/concerns, please let me know. -Nicole
