1. Can the minimum 15% FTE admin and clerical requirement scale down in the subaward award budget?  

Answer: No,  there is no waiver for subaward at this point.  Minimum 15% FTE is required for subaward.  

2. Can we budget three admin staff with 5% FTE each?  

Answer:  15% FTE minimum threshold is required for one admin staff.

I wanted to provide some further clarification on these questions and answers.  

1. We haven't seen a proposal that is a subaward and includes admin/clerical support on it, yet.  However, when it does comes through, the % time should reflect the work being done so that may be 15% or higher or lower.  It it's lower, there must be additional justification provided as to why it is needed at all.  I don't see how it being a subaward would require a waiver for % effort.

2.  As already stated in #1, % time budgeted should reflect work being done, which could be spread across multiple individuals so you could have three people spending 5% of their time on the project.  Again, it should be clearly outlined in the budget justification of the proposal.
