So we had our Medical School Research Committee meeting today and an interesting issue came up I'm hoping you can help us with. It seems that there is now a required "blurb" that needs to be included with the PI signature on subaward invoices. Some of our departments had heard about it and had been sent the blurb by their GA and others knew nothing.
A: This is a Uniform Guidance requirement that went into effect 12/26/14 that we need to also confirm that if any progress reports were required they have been submitted and approved by the PI. 
 
There also seemed to be differing responses from the GAs regarding whether this was required on all subaward invoices or just those relating to deliverables/progress reports. 
 A: It is required on all.  
 
There also seems to have been a change in the policy that emails from a PI are ok instead of scanned signatures on the invoice (again a difference in what each GA would accept). 
A: I am disappointed to hear this, since we have always taken either the PI's signature/date either from an email or on the invoice. I will remind my GA staff. 
 
Can you please provide me with clarification on the issue and are you considering sending something out from your office to all?  
A: Yes.  The internal email went out to staff and we typically send out the University wide announcement around the same time. Pamela prefers to review the drafts going out of the office and due to a family medial situation and a conference she has been out of the office.  I talked to her this morning and she had sent her comments back to the Judy, so I anticpate this will go out either later today or Monday.
 
Please let me know if this doesn't make sense as I'm relaying the issue and don't have first hand knowledge.
