Regarding the U.G., what changes are coming of which CA's should be specifically aware?

We are currently working on identifying post-award changes, which will affect CAs, but we are waiting on agency implementation plans to confirm these changes.  We will issue updates as we learn more from the agencies.

Any changes to the process/approval for pre paid phone minutes on NIH projects?

I don't mean to answer a question with a question, but what is the current process/approval for pre paid phone minutes on NIH projects?

Pre paid minute expenses require  a tracking record, dates, duration of call, code for each  participant (names are confidential).  If the person is using a P card the reconciliation has to be within 15 days.  That means the minutes have to be consumed and tracked.  We discourage pre paid minutes for this reason.  If the PI needs pre paid, they are to reconcile with a nonsponsored then we will move the expense once all the minutes/tracking is complete.  We encourage the PI to purchase the minutes and once consumed and tracked submit an ER with supporting documents.

More questions...  The expense would be allowable IF it met the test of necessary for the conduct of the project.  Why is the prepaid phone minutes necessary, though?  Is the person making the calls for the project not able to access a campus phone?

The researchers are out in the field. They are in travel status. They switched from a monthly contract with T-Mobile to pre paid. The tracking wasn't an issue since T-Mobile sent a monthly statement of calls. The pre paid has to be tracked manually. The question is the risk. The researchers don't want to keep track of all the calls so the PI is wondering is her statement of "will only be used for the benefit of the project" is enough. I was asked to follow up if any UG changes affect this issue.

Hey Nicole,
We, too, use prepaid long distance cards for one of our long, long,long-term research projects.  Originally we were going thru UMN's NTS, but they alerted us to the discontinuation of their contract with Verizon and counseled us as to alternatives.    Our callers may not be in the building when they do their surveys which are necessary for the grant objectives.   The PI has one card for one grant and another for a different grant.  The caller typically focuses on one grant at a time - so they are confident there is no cross-over.   They do log the subject called, but not the duration of the call.  When the card runs out, they reload.

Are you now saying this is not acceptable.  What are the alternatives then?
