PI Travel for research and project meeting.

On a NSF grant PI is budgeted for 1 week summer salary.  PI travels in January for 3 weeks to conduct research and attend a project meeting.  Should the PI have salary charged to the grant while in travel status for the January travel?

I would not consider that necessary, since I believe the policy is just that there should be effort in the same effort period as the travel.
