Fellow's travel paid on faculty's NIH grant

Can travel expenses for fellow with an NIH F30 fellowship be paid from a faculty members NIH grant if they have not been supported from the grant?

Research of faculty and fellow overlaps.

It would be imperative that the PI explain the work the individual was contributing to the NIH project, with confirmation that the research work was provided outside of their F30 fellowship position. It would not be enough that their research simply overlaps.  

Some other interesting policy around F30s that may or may not affect how you more forward: 
- NIH policy references the F30 fellow must be pursuing their research full time.  It also recognizes they could be involved part-time in other research as long as it does not interfere with their F30 fellow research: https://grants.nih.gov/grants/guide/notice-files/NOT-OD-17-095.html#.
