NIFA grant from USDA

I have a NIFA grant with three trainee slots.  One of the trainee's has left the graduate program.  I cannot find any language in the agreement that outlines the process for appointing another.  The only reference to appointments is the timing of the initial round.

The PI wants me to put another trainee on without any sort of approval from the program officer.

If you are unable to find any language in the agreement then I would check back with SPA and then check in with the sponsor if SPA cannot provide additional confirmation on this matter.
