NIH states: “For individual predoctoral fellowships (F30 and F31), an amount equal to 60% of the level requested by the sponsoring institution, up to $16,000 per year, will be provided. If the program supports formally combined dual-degree training (e.g., M.D.-Ph.D., D.D.S.-Ph.D.), the amount provided will be up to $21,000 per year.”

The question that has come up is if tuition costs end up being less than the requested amount, can we still use the full allocation towards them or can we only put 60% of actual costs on the grant?

You can use the full amount that was awarded by NIH. When you submit your application/budget, you should estimate and tell NIH the full amount that you anticipate tuition will cost. NIH will award 60% of what is requested, up to $16K, but you can use everything that is awarded, no matter what the actual tuition expenses end up being.
